Next. 02:22.054 --> 02:25.654 First and foremost, what is a TRICARE 02:25.654 --> 02:29.094 Qualifying Life Event (QLE)? It’s 02:29.094 --> 02:33.014 where you have a change in your life where you could select other 02:33.014 --> 02:36.694 TRICARE plan options that are available for 02:36.694 --> 02:39.974 you. QLEs can be changes in the family, a change 02:39.974 --> 02:43.294 in the sponsor’s military status, or a government- 02:43.294 --> 02:46.334 directed change. Important--and you 02:46.334 --> 02:49.934 might want to take a pencil out for this, because you're going to hear 02:49.934 --> 02:52.014 it often--there is a 90-day window 02:52.244 --> 02:55.814 for a TRICARE QLE that occurs 02:55.814 --> 02:58.934 outside of the TRICARE Open Season timeframe. 02:58.934 --> 03:03.094 And when one family member experiences a QLE, 03:03.094 --> 03:06.934 all family members can change their enrollment, should they choose 03:06.934 --> 03:10.454 to. Please remember: There is only one 03:10.454 --> 03:13.604 change, per member, per QLE. Next. 03:15.764 --> 03:19.694 Let's review the different types of QLEs. 03:19.694 --> 03:22.814 First, there is moving. Moving from the U.S. 03:22.814 --> 03:26.134 to overseas is a QLE. Moving 03:26.134 --> 03:29.294 from the East Region, which is Humana, to the 03:29.294 --> 03:32.854 West Region, which is Health Net Federal Services, 03:32.854 --> 03:35.964 or moving right down the street from one ZIP code to 03:35.964 --> 03:39.774 another in the same town. Let's consider for a moment 03:39.774 --> 03:43.374 a change in the family dynamic. It could be marriage, 03:43.374 --> 03:44.684 divorce, annulment, 03:44.964 --> 03:48.134 giving birth, or adopting a 03:48.134 --> 03:51.654 child. Also, a court-ordered placement of a child in your 03:51.654 --> 03:54.974 home. It is important to note that QLE 03:54.974 --> 03:58.294 starts on the date of the court order, and it must 03:58.294 --> 04:02.494 be court-ordered in order to qualify as a QLE. 04:02.494 --> 04:06.454 Even when your children become adults and they head off to college, which 04:06.454 --> 04:09.574 a lot of us are experiencing right now, 04:09.574 --> 04:12.734 friendly reminder: You must change the address 04:12.734 --> 04:15.284 in the Defense Enrollment Eligibility Reporting System, 04:16.084 --> 04:19.504 DEERS, in order for it to qualify 04:19.504 --> 04:23.094 as a QLE for those children that are headed off to 04:23.094 --> 04:27.174 college, or when and if there is a death in the 04:27.174 --> 04:30.494 family. There's a change in the sponsor status when the sponsor 04:30.494 --> 04:33.894 retires from active duty and also separates 04:33.894 --> 04:37.204 from active duty, as well as for our Guard and 04:37.204 --> 04:41.014 Reserve personnel, activating or deactivating 04:41.014 --> 04:43.404 and also a QLE: medical retirement. 04:44.254 --> 04:45.694 Gaining and losing command 04:46.084 --> 04:50.334 sponsorship is also a QLE, but for 04:50.334 --> 04:53.574 overseas only. Deployment doesn't 04:53.574 --> 04:57.014 necessarily qualify as a QLE by 04:57.014 --> 05:00.894 itself; however, when the sponsor deploys and should 05:00.894 --> 05:04.454 the family relocate to a new country, city, or 05:04.454 --> 05:08.534 region, that change of address would qualify as a QLE. 05:08.534 --> 05:08.924 Next. 05:11.664 --> 05:14.974 Next is losing sponsor or family member 05:14.974 --> 05:18.214 eligibility for our Guard and Reserve members who turned 05:18.214 --> 05:21.934 60 years old, going to the Retired Reserve. 05:21.934 --> 05:25.424 You can enroll in TRICARE Prime or 05:25.424 --> 05:28.774 TRICARE Select when eligibility is reflected in DEERS. 05:28.774 --> 05:32.144 Important to remember that it has to be reflected 05:32.144 --> 05:35.304 in DEERS and the member is drawing retired pay. 05:36.094 --> 05:39.174 TRICARE Reserve Select ends when you transfer 05:39.174 --> 05:40.174 to the Retired Reserve. 05:41.274 --> 05:44.434 Another QLE is gaining or 05:44.434 --> 05:48.094 losing other health insurance, such as an employer-sponsored health 05:48.094 --> 05:51.214 insurance, also Medicare and 05:51.214 --> 05:54.534 Medicaid entitlements. Those are QLEs for those 05:54.534 --> 05:58.014 that are 65 years or older, and also 05:58.014 --> 06:01.134 for those under 65 with certain 06:01.134 --> 06:04.374 disabilities. If you qualify for those 06:04.374 --> 06:07.574 entitlements, then TRICARE fees are 06:07.574 --> 06:10.774 waived. Now, there's a change in eligibility in a 06:10.774 --> 06:11.874 single family member in another family. 06:12.664 --> 06:16.474 Let's say both parents are sponsors, so 06:16.474 --> 06:19.714 a change in the eligibility status of either 06:19.714 --> 06:22.874 of those members of a joint service 06:22.874 --> 06:26.464 family is considered the QLE. 06:26.464 --> 06:29.564 Next, there's government-directed changes. That’s 06:29.564 --> 06:33.394 where the government has directed you to change your primary care 06:33.394 --> 06:37.074 manager, either from in-network to a military medical 06:37.074 --> 06:37.784 treatment facility 06:38.594 --> 06:41.394 (MTF) or clinic, or vice versa. 06:42.684 --> 06:45.714 That, or the government no longer 06:45.714 --> 06:49.474 offers certain TRICARE health plans in your area--that 06:49.474 --> 06:52.684 qualifies as a QLE, also. 06:52.684 --> 06:55.914 To find out more information on those QLEs, 06:55.914 --> 07:00.354 please visit TRICARE.mil/LifeEvents. 07:00.354 --> 07:00.564 Next. 07:02.634 --> 07:05.674 So, we have a QLE, 07:05.674 --> 07:08.794 and now what? Once there's a change, 07:08.794 --> 07:11.074 it must reflect in the DEERS record. 07:11.864 --> 07:15.354 The first thing you have to do is 07:15.354 --> 07:19.554 contact the Defense Manpower Data Center (DMDC). 07:19.554 --> 07:22.914 They manage the DEERS database. And it's 07:22.914 --> 07:26.074 important to be familiar with your health plan options, and you can 07:26.074 --> 07:29.484 find those on TRICARE.mil. The key 07:29.484 --> 07:33.634 to QLEs is to make eligible enrollment 07:33.634 --> 07:37.594 changes within 90 days. There's a 90-day window. 07:37.594 --> 07:40.674 You must also contact your TRICARE regional 07:40.674 --> 07:41.064 contractor. 07:41.464 --> 07:44.634 As mentioned earlier, that's Humana 07:44.634 --> 07:47.914 for the East Region and Health Net Federal Services 07:47.914 --> 07:50.184 for the West Region. Next. 07:52.934 --> 07:55.994 As mentioned on the previous slide, and 07:55.994 --> 07:59.054 in almost all cases, you have to 07:59.054 --> 08:02.634 contact DEERS first. If you should be making any 08:02.634 --> 08:05.994 changes, whether that's updating a new child's birth, updating 08:05.994 --> 08:09.194 a new phone number and/or an address, 08:09.194 --> 08:12.594 or if it's other health insurance, 08:12.594 --> 08:15.914 you must contact DEERS first. Sponsors are the only 08:15.914 --> 08:19.124 ones that can make updates to the DEERS records, and you're 08:19.124 --> 08:22.234 going to need the official documentation to 08:22.234 --> 08:22.994 process any changes. 08:23.464 --> 08:26.794 For marriage, it's the marriage certificate. 08:26.794 --> 08:29.954 For the birth of a child, it's a birth certificate. 08:29.954 --> 08:33.114 And for a child attending college, it's a letter 08:33.114 --> 08:36.354 from the school's registrar's office. These items are all 08:36.354 --> 08:40.514 required and need to be presented to the DEERS 08:40.514 --> 08:40.864 office. Next. 08:44.764 --> 08:49.394 Here are some ways that you can update your DEERS record: 08:49.394 --> 08:52.634 in person at a Rapids ID Card office. You 08:52.634 --> 08:55.724 can find any office in your area by going to the 08:55.724 --> 08:59.354 DMDC website as well as MilConnect. 08:59.354 --> 09:02.474 You can also call by telephone. You can see 09:02.474 --> 09:05.674 here, there is also a fax option, as well as 09:05.674 --> 09:08.914 sending via U.S. mail to the DMDC 09:08.914 --> 09:12.114 Support Office. You can find more information, such 09:12.114 --> 09:14.474 as phone numbers, fax numbers, and addresses 09:14.704 --> 09:18.234 for these offices at TRICARE.mil/DEERS. 09:18.234 --> 09:21.474 I'm going to 09:21.474 --> 09:23.504 turn this over now to Ms. Zelly Zim. 09:33.154 --> 09:36.234 ZELLY ZIM: Let’s discuss these things and what actually happens 09:36.234 --> 09:39.274 when you have that QLE, once you make 09:39.274 --> 09:42.594 the necessary changes. So, once you have that QLE 09:42.594 --> 09:45.754 and you update DEERS, that opens up a period 09:45.754 --> 09:48.964 for you to make eligible changes to your plan. So, Marc mentioned 09:48.964 --> 09:52.154 a few times the 90 days, and so that's the time period that 09:52.154 --> 09:55.754 we're talking about. Depending on the type of QLE that you have, 09:55.754 --> 09:58.874 you have three options. One would be to stay in 09:58.874 --> 09:59.554 your current plan 10:00.114 --> 10:03.074 if you're still eligible for that plan. Or you could change plans. 10:04.024 --> 10:07.474 The last option that you could have would be to enroll in a plan if 10:07.474 --> 10:11.354 you're eligible for a health plan that you were not already eligible for. 10:11.354 --> 10:14.794 When you have questions about your eligibility, you need to contact 10:14.794 --> 10:17.874 your service’s personnel office, because on the TRICARE side, 10:17.874 --> 10:21.034 we don't determine your eligibility. We can simply 10:21.034 --> 10:24.194 give you information about what the various 10:24.194 --> 10:27.714 options are. If you have questions about those enrollments 10:27.714 --> 10:31.514 or the different plans, then you can contact your regional contractors. 10:31.514 --> 10:34.584 As Marc mentioned before, if you're in the East, that's going to be Humana. 10:34.664 --> 10:37.874 And then if you're in the West Region, that would 10:37.874 --> 10:41.394 be Health Net. And finally, if you're overseas, that would 10:41.394 --> 10:44.714 be International SOS. One question that we're 10:44.714 --> 10:48.194 often asked in relationship to this is if you need to do anything 10:48.194 --> 10:51.434 if you have a Qualifying Life Event, but you want to keep your 10:51.434 --> 10:54.634 current health plan. If that's the case, then you don't need to 10:54.634 --> 10:57.784 take any steps during that 90-day period if you want to 10:57.784 --> 11:01.554 stay in the same plan. So, remember that is also an 11:01.554 --> 11:03.674 option anytime that you have a Qualifying Life Event. 11:04.184 --> 11:05.144 Next slide, please. 11:07.174 --> 11:10.274 So, when you're exploring your health plan options, we have a 11:10.274 --> 11:13.634 variety of tools on our website to help you with 11:13.634 --> 11:17.164 this also, in addition to reaching out to the TRICARE Health 11:17.164 --> 11:20.194 Plan via your regional contractors. And so, you'll see 11:20.194 --> 11:23.674 on this slide on the right side, several of those options that you 11:23.674 --> 11:26.834 have. One thing I'd like to encourage you to do is make sure that you really 11:26.834 --> 11:30.394 explore the various plans and do your research so that you look at what 11:30.394 --> 11:33.594 your family needs and what the TRICARE Health Plan is able to provide 11:33.594 --> 11:36.794 for your family. You can use our Plan Finder tool to 11:36.794 --> 11:37.874 see which plans you're eligible for. 11:38.304 --> 11:41.594 That will allow you to put in information about your sponsor, 11:41.594 --> 11:45.034 and then based off of where you live and your ZIP 11:45.034 --> 11:48.074 code and things of that nature, you can look and see what different 11:48.074 --> 11:51.514 plans are available to you. You can compare the plans side by 11:51.514 --> 11:54.634 side, or you can even compare the costs of the various 11:54.634 --> 11:57.994 plans. And you can also search for your health care providers that would be available 11:57.994 --> 12:01.314 to you using those tools that we have on our 12:01.314 --> 12:04.394 website. When you're eligible for TRICARE Prime or TRICARE Select, a few of the things 12:04.394 --> 12:07.624 that you may want to think about are how and where you get 12:07.624 --> 12:07.984 care, 12:08.264 --> 12:11.924 such as whether you're getting your care primarily 12:11.924 --> 12:14.994 at a military medical treatment facility, or if you're primarily 12:14.994 --> 12:18.074 getting your care in the network. And then another thought 12:18.074 --> 12:21.714 is also your out-of-pocket costs, as those are different 12:21.714 --> 12:24.954 across the various plans. With all of our plans, you want to 12:24.954 --> 12:28.594 make sure that you're following the rules of your plan in order to minimize 12:28.594 --> 12:32.194 your costs. And there's more information on the specifics of those plans 12:32.194 --> 12:32.664 on our website. 12:33.394 --> 12:34.154 Next slide, please. 12:36.064 --> 12:39.074 So, once you've done that analysis of the various plans 12:39.074 --> 12:42.234 and you can see what you can enroll in 12:42.234 --> 12:45.474 or which plan you can change to, 12:45.474 --> 12:48.554 you can then go to TRICARE.mil/enroll 12:48.554 --> 12:51.794 to see how you enroll in a specific plan. 12:51.794 --> 12:55.034 It does vary depending on which plan you are enrolling 12:55.034 --> 12:58.914 in, so I would like to encourage you to go to that website to see. 12:58.914 --> 13:01.994 But then, one important thing to remember--we've been talking about 13:01.994 --> 13:05.314 that 90-day time period that you have, but the 13:05.314 --> 13:06.344 coverage is based off of the 13:06.424 --> 13:09.474 Qualifying Life Event. Your QLE is based 13:09.474 --> 13:12.794 off of the date of that QLE. So, even if 13:12.794 --> 13:17.074 you initiate the enrollment change after the QLE, the 13:17.074 --> 13:20.674 enrollment starts based off of the date of that QLE. As an example, 13:20.674 --> 13:23.794 if you have a Qualifying Life Event, if you had one on 13:23.794 --> 13:27.234 Aug. 1 of this year and today is Aug. 22, 13:27.234 --> 13:30.874 you're still within that 90-day timeframe. 13:30.874 --> 13:34.074 If you call today to make that change, or you go on the 13:34.074 --> 13:37.064 DEERS website, you update your address, for example, as a Qualifying Life Event, 13:37.544 --> 13:40.794 on Aug. 22, it would be effective 13:40.794 --> 13:44.274 on Aug. 1, because that was the actual date of that Qualifying 13:44.274 --> 13:47.554 Life Event. When you have previous 13:47.554 --> 13:51.314 coverage before your Qualifying Life Event, you don't lose 13:51.314 --> 13:54.874 eligibility or get disenrolled from that previous 13:54.874 --> 13:58.314 plan until the date of that QLE. So that date is really the pivot 13:58.314 --> 14:01.674 point that you need to pay attention to. As I mentioned before, 14:01.674 --> 14:02.344 we do have 14:02.914 --> 14:05.994 enrollment fees and premiums for certain plans, depending 14:05.994 --> 14:09.234 on your sponsor’s status, and you do want to make sure that you're paying those 14:09.234 --> 14:11.834 fees in order to maintain the coverage 14:12.104 --> 14:15.114 that you need with the TRICARE Health Plan. 14:15.114 --> 14:15.544 Next slide, please. 14:17.274 --> 14:20.394 So, what happens if you don't do anything within 90 14:20.394 --> 14:23.754 days of a Qualifying Life Event? Well, there's two scenarios 14:23.754 --> 14:27.754 on this slide. The first one is reminding you that you're 14:27.754 --> 14:30.954 no longer eligible for your current TRICARE health plan, but 14:30.954 --> 14:34.154 if you don't enroll in a different plan within those 90 days, then you 14:34.154 --> 14:37.674 end up being direct care only, which essentially means 14:37.674 --> 14:40.874 that you can go to a military treatment facility or 14:40.874 --> 14:43.154 a hospital or clinic if they have space available. 14:43.744 --> 14:46.794 And if you're eligible, you can then enroll in a 14:46.794 --> 14:50.634 new plan during open season or if you have another QLE. 14:50.634 --> 14:54.154 So, you want to make sure that you do act within that 90 days, so that you 14:54.154 --> 14:57.434 don't have to wait until the following open season, or if 14:57.434 --> 15:00.514 somebody in your family or you yourself has a Qualifying 15:00.514 --> 15:04.034 Life Event. Another scenario is you might be 15:04.034 --> 15:07.634 eligible, but you failed to enroll during that period, 15:07.634 --> 15:10.874 regardless of whether or not you have a QLE. And again, then you would have 15:10.874 --> 15:12.864 to wait until open season. So essentially, 15:13.634 --> 15:16.754 to kind of summarize this slide, most important things to remember 15:16.754 --> 15:19.914 is that this 90-day period with this Qualifying Life 15:19.914 --> 15:23.154 Event is your only option to enroll in a health plan or to change your health 15:23.154 --> 15:23.474 plan, 15:23.824 --> 15:27.154 aside from open season, which happens late in 15:27.154 --> 15:30.234 the fall of each year, or if you have a separate 15:30.234 --> 15:33.944 Qualifying Life Event. Next slide, please. 15:33.944 --> 15:37.474 I'll turn this back over to Marc to continue. 15:37.474 --> 15:41.434 LAGOY: Thanks so much, Zelly. So, you're 15:41.434 --> 15:45.584 moving. Whether you're moving overseas, across the country, 15:45.584 --> 15:49.234 or down the street, don't just call and disenroll from 15:49.234 --> 15:49.344 TRICARE. 15:50.354 --> 15:53.394 Get moved, get unpacked, meet a 15:53.394 --> 15:54.514 neighbor, get settled. 15:55.184 --> 15:58.194 And make sure you contact DEERS 15:58.194 --> 16:01.754 with your new address. If you are switching 16:01.754 --> 16:04.874 regions, then you're going to need to call the new regional 16:04.874 --> 16:08.434 contractor and they'll help you transfer your primary 16:08.434 --> 16:11.994 care manager, update your coverage, etc. 16:11.994 --> 16:15.794 Just be sure to update your address in DEERS, 16:15.794 --> 16:18.994 and you have 90 days. We try to 16:18.994 --> 16:21.024 make it as easy as we can for you. 16:21.764 --> 16:25.304 Be sure to utilize TRICARE.mil 16:25.304 --> 16:28.584 once you are moved. And if you want to find a new 16:28.584 --> 16:31.704 doctor, please visit TRICARE.mil/moving. 16:31.704 --> 16:33.524 Next slide, please. 16:38.934 --> 16:42.464 Marriage. Not only are spouses 16:42.464 --> 16:45.664 of service members eligible, but stepchildren of 16:45.664 --> 16:49.264 service members are eligible, as well. If children are 16:49.264 --> 16:52.694 already covered because your new spouse was formerly married 16:52.694 --> 16:55.944 to a service member and those children are also 16:55.944 --> 16:59.374 covered under that service member, you have to make sure that 16:59.374 --> 17:02.784 they're both reflected under the right spouse. 17:02.784 --> 17:06.024 Children cannot be under both. And again, here 17:06.024 --> 17:09.464 it is, folks: 90 days from the date of 17:09.464 --> 17:09.574 marriage. 17:10.134 --> 17:13.214 Make sure you review the documents you need 17:13.214 --> 17:16.824 before you enroll your spouse. Documents include 17:16.824 --> 17:20.344 a marriage certificate, spouse and/or children's birth 17:20.344 --> 17:23.544 certificate, photo ID, and a Social 17:23.544 --> 17:27.064 Security card--that goes for the child as well. 17:27.064 --> 17:30.264 And if you want to ensure your spouse is enrolled by the time you 17:30.264 --> 17:33.704 get married, make sure to get those documents in 17:33.704 --> 17:34.254 order and to DEERS. 17:35.104 --> 17:38.704 You have 90 days from the date of the QLE. 17:38.704 --> 17:39.864 Again, for details 17:40.254 --> 17:43.624 regarding marriage, please visit the website 17:43.624 --> 17:46.824 TRICARE.mil/marriage. 17:46.824 --> 17:48.254 Next. 17:51.334 --> 17:54.664 So, you have 90 days from the time you adopt 17:54.664 --> 17:57.864 a child, and 90 days from the child's date 17:57.864 --> 18:01.064 of birth. DEERS will accept a hospital birth 18:01.064 --> 18:04.424 certificate. Sometimes they want only 18:04.424 --> 18:07.704 the live birth from the state. Call your DEERS 18:07.704 --> 18:10.984 representative and find out what they'll accept. Make 18:10.984 --> 18:14.784 sure you get that documentation together within 90 days. 18:14.784 --> 18:17.984 Remember, you have 90 days if you're stateside and 18:17.984 --> 18:20.344 120 days if you're overseas. 18:20.774 --> 18:23.784 It's 120 days if you're overseas 18:23.784 --> 18:26.984 because you have to report it through the Embassy, and as the Embassy 18:26.984 --> 18:31.294 has to do certification of children born abroad, 18:31.294 --> 18:34.744 that takes a little time. But to answer your question directly, the 34:18.504 --> 34:22.134 rules for TRICARE Reserve Select are similar to our retirees, in the 34:22.134 --> 34:25.214 sense that you do need to make sure that you enroll 34:25.214 --> 34:25.734 your child in DEERS, 34:25.844 --> 34:28.854 and then also enroll them in TRICARE Reserve 34:28.854 --> 34:31.894 Select, or the plan that applies to 34:31.894 --> 34:35.044 them, within 90 days. One thing to remember though, is that when 34:35.044 --> 34:38.054 you're registering your child in DEERS, you do not need to have 34:38.054 --> 34:41.294 their Social Security number at that time. So, if your child 36:43.924 --> 36:47.214 is going off to college that is 100 miles away, if you want to 36:47.214 --> 36:50.244 confirm what coverage they could have or what providers 36:50.244 --> 36:53.574 are in-network, I would encourage you to reach out to your regional contractor, so 36:53.574 --> 36:56.654 you can verify that. It is true that within 36:56.654 --> 36:59.894 100 miles, you do not need to update 36:59.894 --> 37:03.054 the address, though they would need a 37:03.054 --> 37:06.334 drive time waiver if they're in TRICARE Prime. But this 37:06.334 --> 37:09.934 does get a little bit nuanced depending on which plan your child is in 37:09.934 --> 37:11.244 currently. She is turning 23 37:58.254 --> 37:58.284 tomorrow. 38:05.164 --> 38:08.494 ZIM: All right, so for a child who is aging 38:08.494 --> 38:11.864 out of TRICARE, one of the options would be to 38:11.864 --> 38:14.894 have TRICARE Young Adult, which is a plan that gives you 38:14.894 --> 38:18.134 options between TRICARE Select and TRICARE Young 38:18.134 --> 38:21.574 Adult Prime, and those are again based off of the plan rules 38:21.574 --> 38:25.134 for TRICARE Prime and TRICARE Select. Once your 38:25.134 --> 38:28.294 child is aged out of the regular TRICARE and is using one of 38:28.294 --> 38:29.524 the young adult options, 38:30.174 --> 38:33.294 there are fees related to that, so you do want to make sure 38:33.294 --> 38:34.894 that you look into all of those things. 38:35.364 --> 38:38.534 Beyond the TRICARE options, I would 38:38.534 --> 38:42.054 also like you to go on our website and look at 38:42.054 --> 38:45.294 TRICARE.mil/TYA for more information about TRICARE 38:45.294 --> 38:48.574 Young Adult. If they haven't contacted the 39:49.214 --> 39:52.694 contractor, they probably should.
